COTABATO CITY โ€“ To promote a participatory planning approach in enhancing the Bangsamoro Spatial Development Framework (BSDF) 2024-2050, the Bangsamoro Planning and Development Authority (BPDA) officially kicked off on Thursday, November 30, the regionwide consultation on the formulation of the BSDF held at The Paragon Hotel and Restaurant in this city.

In partnership with the United Nations Development Programme (UNDP) through the SHIELD Programme and in collaboration with the UN-Habitat, the consultation aims to solicit insights and recommendations from the mainland provinces and cities of the BARMM on the result of the BSDF matrix of functions (MOF) โ€” a spatial planning tool used for the assessment of the regionโ€™s hierarchy of settlements.

Among the participants during the consultation were representatives of the Provincial/Municipal Planning and Development Office and Provincial Development Council of Lanao del Sur, Maguindanao del Sur, and Maguindanao del Norte, the Cotabato City Planning and Development Office, planning officers of the Special Geographic Areas Development Authority (SGADA), and representatives from the sector of academe represented by the Cotabato State University (CSU).

โ€œToday, we humbly seek the guidance of our local government units of the mainland provinces and cities in validating and providing additional inputs and recommendations on the functional role of the identified key growth centers based on the trends, gaps, and context of the BSDF,โ€ BPDA Deputy Bangsamoro Director General Engr. Amil Abubakar said.

Norsha Lao, head of BPDAโ€™s Local Planning and Coordinating Division, shared the current Bangsamoro Spatial Strategy (BSS) and the draft BSDF 2024-2050 to the participants. 

During the activity, Maria Adelaida Antonette Cea, Larisa Glenda Togonon-De Castro, and Jeff John Tomarong of the UN-Habitat served as resource speakers. Their topics was centered on the Urban and Territorial Planning at the Regional Context, including its concepts on planning approaches and methods, planning systems in the Philippines, and highlights of the initial key findings and assessment on the BSDF.

Following their discussions, the participants engaged in a breakout workshop to validate and provide their respective comments and recommendations to contribute in enhancing the draft BSDF 2024-2050.

Melanie Indar, Director of BPDAโ€™s Planning and Policies Bureau, expressed her gratitude to the UN-Habitat and UNDP-SHIELD Programme for their technical assistance in the formulation of the BSDF.  She was also elated by the presence and active participation of the said LGUs, particularly in sharing their comments and recommendations for the BSDF.

Furthermore, the provincial consultation serves as a platform for fruitful discussions, knowledge sharing, and networking among stakeholders in generating relevant data for the enhancement of the long term BSDF 2024-2050.
