DAVAO CITY โ€” Aimed at creating mechanisms that will empower the Bangsamoro government in delivering effective and efficient services to the Bangsamoro people, the Bangsamoro Economic and Development Council (BEDC) convened its officials and members from the autonomous regional government, provincial and city governments, and private sector representatives in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) during the councilโ€™s third regular meeting held on Friday, December 01, at Park Inn Hotel in this city.

BEDC chairperson and BARMM Chief Minister Ahod B. Ebrahim, together with BPDA Director General Engr. Mohajirin T. Ali, MNSA, BEDC vice chairperson and head of the technical, presided the said meeting duly attended by its officials and members from the autonomous regional government, provincial governments, and the private sector.

In his opening message, CM Ebrahim highlighted the recent milestones achieved by the Bangsamoro government, including the successful launch of the Bangsamoro Food Security and Nutrition Plan (BFSNP) 2023-2028, the conduct of the 1st BARMM Private Sector Summit and 3rd BARMM Plannersโ€™ Congress, and the approval of the guidelines on Official Development Assistance Loans to the BARMM.

โ€œI extend my heartfelt gratitude to each one of you for your commitment and support in realizing these achievements. Your dedication has been the driving force behind the positive transformations taking place in the Bangsamoro region. As we celebrate our successes, it is essential that we remain steadfast in pursuing our aspirations for the Bangsamoro people,โ€ he expressed.

The chief minister further urged the council members to actively engage in deliberating the proposed regional mechanisms, emphasizing the importance of taking appropriate and immediate actions on the proposed mechanisms.

โ€œToday marks another step forward in our collective journey towards a prosperous Bangsamoro. Let us collaborate and work diligently to shape the future of our region and fulfill the aspirations of the Bangsamoro people,โ€ CM Ebrahim said.

As the head of the technical secretariat, DG Ali presented the proposed resolutions for the creation of the Bangsamoro Planners Coordinating Committee (BPCC) and Bangsamoro Private Sector Committee (BPSC) as special committees under the BEDC; the approval of the additional members from the Bangsamoro Transition Authority-Policy Research and Legal Services (BTA-PRLS), the Office for Other Bangsamoro Communities (OOBC), and The Moropreneur Inc. (TMI) under the Regional Statistics Committee (RSCOM); the request for endorsement for the Change in Scope of BARMM Component of Improving Growth Corridors in Mindanao Road Sector Project (IGCMRSP), and the resolution requesting the BEDC to endorse the proposed projects of the Mindanao State University-Maguindanao (MSU-Maguindanao) to the Department of Budget and Management (DBM) for possible funding allocation in fiscal year (FY) 2025.

Following his presentation, the BEDC approved the creation of the BPCC, a special committee under the council which shall aid in facilitating the alignment of the local development and land use plans with the goals, objectives and targets in the 2nd Bangsamoro Development Plan 2023-2028 and other regional plans. The committee shall serve as a regional body primarily in-charge of strengthening regional-local planning linkages through regular consultations with the Provincial and City Planning and Development Coordinators (P/CPDC) and other relevant local planners of LGUs in the BARMM.

On the other hand, the creation of the BPSC was also approved by the council to establish a mechanism institutionalizing government-private sector partnership and engagement at the regional level.  This will also ensure the alignment of initiatives to support the development thrust and priorities of the Bangsamoro government.

During the meeting, the council also approved the BTA-PRLS, OOBC, and TMI as additional members of the RSCom.  After thorough deliberation conducted by the RSCom, it was confirmed that the mandates of the said offices are aligned with the committeeโ€™s mandate which made them qualified members of the RSCom.

Meanwhile, the resolution endorsing the request of the Department of Public Works and Highways (DPWH) Central Office for the Change in Scope of BARMM Component of IGCMRSP was approved by the BEDC. The IGCMRSP aims to increase the capacity of the Brunei Indonesia Malaysia and Philippines – East ASEAN Growth Area (BIMP-EAGA) road network, support increased economic growth through improved roads and bridges, ensure resilience in road infrastructure development in Mindanao, and to improve peace and order situation in Mindanao through road network development.

Also, the BEDC has approved to endorse the proposed projects of MSU-Maguindanao to DBM as inputs for the FY 2025 budget preparation. The councilโ€™s endorsement of the proposed projects will help in realizing the universityโ€™s five-year development plan (2021to 2025) and the Land Use Development and Infrastructure Plan (LUDIP).

With the recent launched of the Bangsamoro Knowledge Portal (BKP) during the 3rd Planners Congress held on November 21, the BPDA, as the knowledge manager, formally presented the salient features of the BKP to the officials and members of the council. 

During her presentation, Leanabai Sakal, Information Technology Officer of the BPDA, underscored the BKP as an open-source platform for all socioeconomic and spatial data, information, and knowledge products related to the BARMM being managed by the BPDA. 

Being the technical arm of the Bangsamoro government and a home to socioeconomic and spatial data, information, and knowledge products from various national and international agencies and partners, the BPDA took the initiative of creating a centralized and accessible knowledge management system that supports data-driven planning and decision making.

Moreover, the knowledge products found in the BKP are not solely made by the BPDA. Those are knowledge products consolidated through the collaborative efforts of the Bangsamoro government, its people, partners, and stakeholders.
