Davao City โ€“ As the lead agency for rehabilitation and recovery, the Bangsamoro Planning and Development Authority (BPDA) presented the proposed Bangsamoro Rehabilitation and Recovery Plan (BRRP) during the multi-stakeholder consultation on the BDRRM Plan (BDRRMP 2023-2028) held at the Park Inn Hotel, Davao City on February 29 to March 2, 2023.  The โ€œrehabilitation and recoveryโ€ is one of the four thematic pillars of the Bangsamoro Disaster Risk Reduction and Management (BDRRM).

EnP Gil M. Cambronero, Chief of BPDAโ€™s Peace, Public Order, Safety and Security Division, presented the BRRP which covers recovery efforts related to employment and livelihoods, infrastructure and lifeline facilities, and housing and resettlement to bring the affected area back into normal as fast as possible. Also, the plan considers the restoration and protection of the disaster-affected environment as well as food security in the BARMM.

The BRRP aims to speed up recovery from disaster losses through rehabilitation and recovery programs that are aligned with sustainable development and the โ€œbuild back betterโ€ principle.

Furthermore, the BRRP will be incorporated in the proposed BDRRMP which also incorporates the plans of the other three thematic areas, namely: Mitigation Plan, Preparation Plan, and Response Plan. The mitigation plan was presented by Engr. Ebrahim Panalangin of the Ministry of Science and Technology (MOST), the preparation plan was presented by EnP Tohamie Abbas of the Ministry of Interior and Local Government (MILG) presented, and the response plan was presented by Erika Alim of the Ministry of Social Services and Development (MSSD).

Among the participants were the local government units of Maguindanao, Tawi-Tawi, Lanao del Sur, and Cotabato City were present during the said event. Also in attendance were representatives from various non-government organizations (NGOs), international non-government organizations (INGOs), and academic institutions which include the United Nations World Food Program (UNWFP), United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), United Nations Children’s Fund (UNICEF), Community and Family Services International (CFSI), Consortium of Bangsamoro Civil Society (CBCS), BCN, Mindanao State University (MSU) Maguindanao, and MSU-Marawi.

The BDRRMP 2023-2028 is a six-year strategic plan that will guide the Bangsamoro region on how to deal with natural disasters, human-induced disasters, and pandemics. It will be presented to the BDRRM Council for approval and implementation.
