COTABATO CITY โ€” The Bangsamoro Economic and Development Council (BEDC), through the Bangsamoro Planning and Development Authority (BPDA), conducted Wednesday, April 5, an orientation on the issuance of BPDA certification and BEDCโ€™s endorsement of programs, activities, and projects (PAPs) for FY 2024 budget proposal of the BARMM ministries, offices, and agencies (MOAs) held at Pagana Kutawato Native Restaurant, this city.

Said activity aimed to orient the MOAs in reviewing their proposed PAPs based on the guidelines provided in the Bangsamoro Budget Circular No. 2023-001 โ€œBudget Call for FY 2024,โ€ that requires MOAs to secure certification and endorsement for their infrastructure proposals; the Bangsamoro Budget Memorandum (BBM) No. 2023-03 โ€œBudget Priorities Framework,โ€ which emphasized the need to ensure the alignment of PAPs to the 2nd BDP through the issuance of a certification by the BPDA and the endorsement of infrastructure PAPs by the BEDC; and the parameters and processes set by the BPDA.

Bangsamoro Director General Engr. Mohajirin T. Ali reminded all the MOAs to adhere to the schedules and take heed on Bangsamoro Budget Circular No. 2023-001 and Bangsamoro Budget Memorandum (BBM) No. 2023-03 issued by the Ministry of Finance and Budget and Management (MFBM).

โ€œAltogether, we will work on and hopefully agreed with the timetable of activities for the timely completion, review, and certification of FY 2024, as well as the endorsement of proposed infrastructures by the BEDC to the MFBM,โ€ DG Ali stressed.

Melanie Indar, Director I for Planning and Policies Bureau of the BPDA, discussed the guidelines on the review and evaluation of proposed PAPs for FY 2024.  Also, Macro-economic Planning Division Chief Camelia De Vera-Dacanay presented the overview of the said activity.
