COTABATO CITY — The Special Development Fund-Project Management Office (SDF-PMO) held Friday, June 11, a coordination meeting with select members of the Bangsamoro Transition Authority (BTA) Parliament via zoom video teleconference at BPDA Conference Hall, Bangsamoro Government Center, this city.
The SDF-PMO under the Office of the Chief Minister (OCM) was created thru Executive Order No. 0003 s. 2021, in which it shall ensure that the SDF project implementation is consistent with the identified development priorities, plans and specifications in the 1st Bangsamoro Development Plan (BDP) 2020-2022.
Also, the SDF-PMO spearheads the preparation, consolidation, packaging, and approval of programs, projects and activities (SDF-PPAs) and oversees and monitors the day-to-day implementation of SDF-PPAs.
Following its creation, Memorandum Circular No. 0026 s. 2021 was issued to operationalize the said PMO under the BPDA, being an attached agency of the OCM. Thereby, appointed BPDA Director General Engr. Mohajirin T. Ali as the concurrent Project Manager.
During the meeting, Engr. Ali presented the updates on the implementation of the SDF for fiscal year 2020 including its policy issuances, implementation platforms, and the status of the release of the Notice of Cash Allocation (NCA) covering the remaining fiscal year 2020 SDF amounting to Php2.5 billion.
“Ito na ‘yong mga policy issuances we’ve done since last year. We started to prepare the SDF 2020. We have been closely in touch with the Department of Budget and Management (DBM) in the national level with regards to this and to the Ministry of Finance, Budget and Management (MFBM),” he said.
Ali also emphasized the need to fast track the procurement of programs and projects funded by the 2020 SDF.
Furthermore, the technical working group (SDF-TWG) was established and the implementing guidelines on the utilization and management of the SDF was also approved in year 2020.
A total of fifty-six (56) SDF-PPAs proposed by twenty-nine (29) Members of Parliament (MPs) were approved for the year 2020 amounting to Php742 million which includes strategic infrastructures, community development and peacebuilding, livelihoods and farming support assistance, natural resource management and protection, and public order and safety projects.
Among the MPs with approved PPAs are Malik A. Mantawil, Mohagher M. Iqbal, Ali Pangalian M. Balindong, Faiz S. Alauddin, Abdullah B. Hashim, Don Mustapha A. Loong, Muslima A. Asmawil, Baintan A. Ampatuan, Diamila D. Ramos, Melanio U. Ulama, Suwaib L. Oranon, Hatimil E. Hassan, Omar Yasser C. Sema, Said Z. Salendab, Abdulmuhmin A. Mujahid, Bassit S. Abbas, Abdulwahab M. Pak, Aida M. Silongan, Hamid Aminoodin D. Barra, Rasul E. Ismael, Modayao M. Sacar, Mohammad S. Yacob, Mudjib C. Abu, Muslimin A. Jakilan, Bai Maleiha B. Candao, Nabila Margarita P. Pangandaman, Zul Qarneyn M. Abas, Susana S. Anayatin, and Abduladsiz M. Esmael.
Moreover, all proposed changes in the approved PPAs for 2020 SDF shall need certification from the SDF-PMO or any other authorities before it be considered for funding. This is one of the limitations stated in the guidelines on the release of 2020 SDF issued by the MFBM. (BPDA-BARMM)
