DAVAO CITY — The Bangsamoro Planning and Development Authority (BPDA), the executive arm of the Bangsamoro Government and the technical secretariat of the Bangsamoro Economic and Development Council (BEDC), is currently conducting a strategic planning workshop for calendar year 2022, participated by the directors, division chiefs, and senior technical staff at Seda Abreeza Hotel, Davao City on February 7-9, 2022.
The three-day workshop aims to assess the 2021 plans and programs for alignment with plans and programs for 2022 and ongoing development thrusts and priorities; understand and align the division and individual functions and its roles to the overall operation of the office; and craft the Draft BPDA Strategic Plan 2022-2025.
In his message, Engr. Mohajirin T. Ali, BPDA Director General, said that conducting this workshop is significant for the employees of the BPDA, being the planning office of the BARMM.
โPlanning strategically is a no easy job as it involves technical processes and actions that should coincide with the development thrusts of the Bangsamoro and the national government. We are having this activity not to make our job easy, but to perform our functions well and achieve our goals within the allocated time,โ he stressed.
Ali also underscored the efforts of the BPDA in providing technical assistance and coordinating with various BARMM ministries, offices, and agencies since its creation last February 2020. Recently, the BPDA has conducted the assessment of the 1st Bangsamoro Development Plan 2020-2022. The result of the said assessment will serve as input in the formulation of the 2nd BDP 2023-2028.
โAs we begin the formulation of the 2nd BDP 2023-2028, we have already outlined our year-long activities. However, let us not forget that aside from the plan and policy formulation, we also have other functions that we need to perform. It is our goal that within the given time, we will be able to achieve all our targets with expected quality and impact,โ he added.
The concepts, nature, components, and relevance of strategic plan will be discussed during the workshop, as well as the environmental scanning, SWOT (Strengths, Weaknesses, Opportunities, and Threats) and PESTLE (Political, Economical, Social, Technological, Legal, and Environmental) Analysis. The output of the aforementioned activities will be presented by every division and are subject for critiquing during the first workshop.
Furthermore, the participants also revisited and crafted the final draft of the vision and mission statement and core values of the BPDA.
Atty. Reginald Pastrana, resource person from the Support to Bangsamoro Transition (SUBATRA), shared that strategic planning sets the priorities, focus energy and resources, and strengthen operations. It also ensures that employees and other stakeholders are working toward common goals, establishes agreement around intended outcomes, and assess and adjust the organizationโs priority needs.
โAn effective strategy has the character of alertness, acceptability, feasibility, and sustainability. One that can be delivered given the organizations current resources and existing capabilities which is long-term, focused, enabling the organization to achieve its targets in the long run, but with clearly defined interim milestones,โ he explained.
At the end of the workshop, the BPDA will define its 3-year strategic goals, objective, and strategic interventions for 2022-2025.
