COTABATO CITY — Officials and members of the Peace, Public Order, Safety, and Security Committee (PPOSSCom) convened today, January 31 to conduct its regular sectoral meeting for calendar year of 2022, held at the BPDA Conference Hall and via Zoom teleconference.

In his message, Engr. Amil J. Abubakar, Deputy Director General of the Bangsamoro Planning and Development Authority (BPDA), who represented Engr. Mohajirin T. Ali, BPDA Director General and PPOSSCom Co-Chairperson and head of the technical secretariat, emphasized that sectoral meeting provides the committee an avenue to solidify the collaboration, cooperation, and partnership of the committee members to contribute and enhance the maintenance of peace, security, public order and safety, and respect for human rights in the Bangsamoro region.

Furthermore, the 2021 Accomplishment Report of the Peace, Public Order, Safety and Security Committee (PPOSSCom) was presented by Gil M. Cambronero, Chief of BPDAโ€™s PPOSS Division.  MILG, BHRC, MIPA, BYC, and MPOS have also presented their approved line of activities for 2022.

Jamal M. Ali, a representative from the MPOS, briefly discussed the ministryโ€™s proposed activities for the commemoration of the โ€œBangsamoro History Monthโ€ that will be conducted on March 2022.  Some of the activities include the visitation to Corregidor Island and conduct of peace forums.

The meeting highlights the discussion for the inclusion of the Philippine Coast Guard BARMM District (PCG-BARMM District) and National Police Commission (NAPOLCOM-BARMM) as additional members in the said committee. Captain Havelino A. Salih, representative from PCG-BARMM District, discussed the PCGโ€™s functions and the need for their agencyโ€™s inclusion in the committee.

Atty. Randy F. Babao, Regional Director of NAPOLCOM BARMM, also discussed the role of their agency, specifically in the implementation of the โ€œCommunity Service-Oriented Policing in the BARMM.โ€

Atty. Al-Rashid Balt, Director General of the Ministry of Public Order and Safety (MPOS) and presiding chair of the said meeting, who represented Hussein P. Munoz, Committee Chair and MPOS Minister, responded that said agencies are very welcome to join the committee.  He further recommended that the secretariat should draft a resolution for the formal inclusion of the PCG-BARMM and NAPOLCOM-BARMM in the roster of regular members of the PPOSSCom. Hence, the draft resolution will be reviewed by committee members and it will be endorsed to the BEDC for their approval.

Moreover, Carl Jerick Sol, a representative from GPH- JPSC Secretariat, presented a comprehensive report of the JPSC/JPST activities.  He also clarified that the JPST Teams can be tapped by any persons and agencies from the BARMM to provide security during resolution of conflict/ โ€œridoโ€ only in their respective area of operations.

In line with the formulation of the 2nd Bangsamoro Development Plan 2023-202, Balt stressed that the presentations and discussions during the said meeting were significant in crafting the plan under the PPOSS sector.

Meanwhile, in attendance during said committee meeting were all committee members and guests from PCG-BARMM, NAPOLCOM-BARMM, and GPH-JPSC Secretariat.  (BPDA-BARMM)
