COTABATO CITY โ The Bangsamoro Transition Authority (BTA) Parliament adopted Wednesday, January 18, a resolution approving the 2nd Bangsamoro Development Plan (BDP) for 2023-2028 during Session No. 15 of the Second Parliamentโs first regular session.
Engr. Mohajirin T. Ali, Bangsamoro Director General of the Bangsamoro Planning and Development Authority (BPDA), presented earlier the salient features of the 2nd BDP, highlighting the BARMMโs regional context, trends, and prospects, Bangsamoro spatial strategies, and the 2nd BDPโs development framework, sectoral thrust, and priorities for the next six years.
DG Ali said that the Bangsamoro governmentโs anticipation on the conclusion of the 1st BDP in December 2022 triggered the formulation of a successor plan, wherein series of workshops and region-wide consultation were successfully conducted with various BARMM ministries, offices, agencies (MOAs), local government units, civil society organizations, private sectors, academe, and other key stakeholders in the region.
The 2nd BDP is a development roadmap that will sustain the gains and pursue the development thrust, priorities, and strategic directions of the Bangsamoro government for the next six years. Also, the said plan is aligned with the Ambisyon Natin 2040, Philippine Development Plan (PDP) 2023-2028, Sustainable Development Goals (SDGs), 8-Point Socioeconomic Agenda of President Ferdinand R. Marcos, Jr., and Enhanced 12-Point Priority Agenda of the BARMM.
In his message, CM Ebrahim stressed that the said plan will serve as a guide for all BARMM MOAs in formulating and pursuing their plans, programs and projects as it will contribute to the attainment of the vision, mission, goals, and objectives of the BARMM.
โIt shall also serve as a policy anchor in the preparation of the budget proposals of the ministries, offices, and agencies for 2023-2028, including the programming of the special development fund for the next six years from 2023-2028,โ he added.
CM Ebrahim further underscored the collaborative efforts of the five sectoral committees under the Bangsamoro Economic and Development Council (BEDC) in leading the formulation process with the assistance of the BPDA as the technical secretariat.
The said committees are the Development Administration Committee (DACom), Economic Development Committee (EDCom), Peace, Public Order, Safety and Security Committee (PPOSSCom), Social Development Committee (SDCom), and Infrastructure Development Committee (IDCom).
Moreover, the BPDA was instrumental in ensuring that the sectoral committees were mobilized in crafting the strategic directions in the sectors of governance, economic, social, infrastructure, and peace, public order, safety, and security.
