COTABATO CITY — Bangsamoro Planning and Development Authority (BPDA) along with the Ministry of Public Works (MPW) conducted a technical workshop for the adoption of a Comprehensive Development Plan (CDP) Framework for the conflicted-affected communities during the pre-summit activity held yesterday, May 20 at BPDA Conference Hall, Bangsamoro Government Center, this city.
This workshop aimed to identify the overall goal of comprehensive development plan framework for the conflict-affected communities, identifying the specific objectives and strategies of the four (4) sectors or thematic areas that include governance, economic, social, and infrastructure support, and discussion on the programs, activities, and projects (PAPs) through Humanitarian and Development Assistance Program (HDAP) approach.
By virtue of the Office of the Chief Minister (OCM) Memorandum Order No. 0252 series of 2021, this activity was conducted in preparation for the upcoming Bangsamoro Peace and Security Summit for Sustainable Local Development slated on May 24, 2021. Primarily, it aims to formulate a CDP framework for the conflict-affected communities in the province of Maguindanao, particularly in the municipalities of Datu Saudi, Mamasapano, Shariff Saydona Mustapha, and Pagatin of Datu Salibo which are part of the SPMS box.
In his opening statement, BPDA Director General Engr. Mohajirin T. Ali said that the CDP framework shall be presented to BARMM Chief Minister for adoption.
“This is to avoid duplication of projects and programs (PAPs), to complement to the implemented PAPs in the identified communities, and to learn from the challenges in the implementation of PAPs,” Ali said as he emphasized the three (3) purposes to revisit the HDAP.
Ali also underscored the ongoing budget call of the BARMM ministries, offices, and agencies to the pre-summit activity through identification of PAPs intended for SPMS Box.
Accordingly, the BPDA shall consolidate the final output of the pre-summit activity and submit it to MILG for presentation in the upcoming Bangsamoro Peace and Security Summit.
Engr. Khalid Dumagay, Director of the Ministry of Interior and Local Government (MILG), presented the State of Local Governance (SLG) in Maguindanao. SLG is a program spearheaded by the MILG that specifically assess the functionality of the local government units (LGUs) in Maguindanao based on the seven (7) elements of functionality namely: the presence of government center with facilities, presence of working elected and appointed officials and functionaries, functional local special bodies (LSB), functional local legislative body, approved mandated plans and budget, sound fiscal management, and available, visible and accessible basic services. He further discussed the details and other pertinent information related to Barangay Facilities and Workers (BFAWS).
Meanwhile, a plenary discussion was also conducted to formulate the overall goal, strategies of the thematic areas, and template for the investment programming. Each ministry was given time to come up with their PAPs as well as its estimated cost to complete the CDP for the conflict-affected communities of Maguindanao.
Also present during the workshop were representatives from the Ministries of Agriculture, Fisheries and Agrarian Reform (MAFAR), Trade, Investment and Tourism (MTIT), Basic, Higher and Technical Education (MBHTE), Science and Technology (MOST), Labor and Employment (MOLE), and Interior and Local Government (MILG).
