DAVAO CITY โ Following the completion of the region-wide consultation for the 2nd Bangsamoro Development Plan (BDP) for 2023-2028, the pool of writers from the Bangsamoro Planning and Development Authority (BPDA) led by Director General Engr. Mohajirin T. Ali, convened Monday until Tuesday, Nov. 7-8, 2022 to integrate in the said plan the collected data and solicited recommendations and inputs during consultations with the BARMMโs provincial, city, and municipal local government units, Special Geographic Area (SGA), civil society organizations (CSOs), academes, and private sector conducted on September to October 2022.
In partnership with the Food and Agriculture Organization of the United Nations (UNFAO), Support to Bangsamoro Transition (SUBATRA), and United Nations Development Programme (UNDP), this 2-day integration workshop aimed to revisit and analyze the results of the eleven consultations and to identify relevant findings and recommendations for consideration in the enhancement of the 2nd BDP.
BPDA, as the technical secretariat of the Bangsamoro Economic and Development Council (BEDC), is spearheading the formulation of the 2nd BDP 2023-2028. The said plan will pursue the Bangsamoro Governmentโs development thrusts, priorities, and strategies outlined in the 1st BDP.
In her message, Melanie M. Indar, Director for Planning and Policies Bureau of the BPDA, reminded the writers to ensure that local priorities that are worth for integration should be considered and linked properly with the regional development thrusts and priorities of the 2nd BDP.
โThis way, we would be able to ensure vertical alignment and integration of local plan, making it more responsive to local needs and priorities,โ she said.
As the plan formulation is nearing its completion, Indar further encouraged the writers to focus and maximize their time in completing the assigned chapters to their sector.
โWe only have one month to finalize the 2nd BDP and its accompanying documents, thus we need to prioritize the completion of the 2nd BDP over other tasks since this plan shall be the basis for planning, investment programming, and budgeting in the next six years, 2023-2028. This shall also serve as one of our legacies to the Bangsamoro,โ she added.
Ma. Victoria Maglana, Eric John Matela, and Ever J. Abasolo, resource persons and facilitators of all 2nd BDP-related workshops, guided the writers in the integration of sectoral outputs during the consultations with the cities of Cotabato, Lamitan, and Marawi; provinces of Maguindanao, Lanao del Sur, Basilan, Sulu, and Tawi-Tawi; SGA; and the CSOs, academes, and private sector in BARMMโs mainland and island provinces.
Moreover, the said workshop is a preparation for the upcoming finalization workshop on November 9-11 to be conducted with the member ministries of the BEDCโs five sectoral committees which include the Development Administration Committee (DACom), Peace, Public Order, Safety and Security Committtee (PPOSSCom), Economic Development Committee (EDCom), Social Development Committee (SDCom), and Infrastructure Development Committee (IDCom).
