COTABATO CITY — The Peace, Public Order, Safety and Security Committee (PPOSSCom) of the Bangsamoro Economic Development Council (BEDC) is taking part in the ongoing formulation for the Chapter 15.1 โEnsure Peace and Securityโ of the Philippine Development Plan (PDP) 2023-2028.
The Bangsamoro Planning and Development Authority (BPDA), through the PPOSS Division, conducted today, Oct. 5, 2022 a focus group discussion (FGD) with the members of the said committee via Zoom video teleconference, to discuss and provide inputs and feedback for the said chapter of the PDP.
The FGD is in compliance to the Development Budget Coordinating Committee – Sub Committee and Sustainable Development Goals Technical Working Group (TWG) on Peace, Security, and Governance of the National Economic and Development Authority (NEDA).
Gil M. Cambronero, Chief of PPOSS Division, presented the Ambisyon 2040, the PDP 2023-2028 formulation process and its proposed strategic framework, sectoral assessment, strategies, and headline indicators and targets, enabling the committee members to be familiarized and informed on the alignment of BDP formulation to the PDP and how the national government undertakes planning process.
Following the presentation, the committee members discussed issues and concerns related to peace and order situation in BARMM during an open forum. Porous borders, presence of private armed groups, transitional security components of Comprehensive Agreement on the Bangsamoro โ Framework Agreement on the Bangsamoro (CAB-FAB), the extension of Bangsamoro Transition Authority (BTA), and incursions of vessels of other claimants in West Philippine Sea are some of the identified issues and concerns in the region.
Moreover, the committee members agreed to submit their inputs, feedback, and recommendations to BPDA on October 6, 2022 to be forwarded to NEDA – Development Budget Coordinating Committee-Sub Committee and Sustainable Development Goals TWG on Peace, Security, and Governance, Planning Committee for their review, acceptance, and incorporation to the PDP 2023-28.
Among the attendees were Deputy Director General Engr. Amil Abubakar and Director Kadil Sulaik of the BPDA, and representatives from the Ministry of Interior and Local Government (MILG), Ministry of Public Order and Safety (MPOS), Ministry of Indigenous Peoples Affair, Police Regional Office โ Bangsamoro Autonomous Region (PRO-BAR), Western Mindanao Command (WESTMINCOM), Bangsamoro Women Commission (BWC), Bangsamoro Youth Commission (BYC), and National Police Commission (NAPOLCOM-BARMM).
