MANILA, Philippines โ The Intergovernmental Fiscal Policy Board (IFPB), co-chaired by Finance Secretary Benjamin Diokno and Finance and Budget and Management Minister Ubaida Pacasem, approved on Tuesday, November 22, the proposed IFPB guidelines on Official Development Assistance (ODA) loans for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in the 6th Joint National Government and Bangsamoro Government IFPB meeting held at the Department of Finance (DOF), this city.
BPDA Director General Engr. Mohajirin T. Ali, MNSA, together with a member of the IFPB of the Bangsamoro government, presented to the board the proposed policy guidelines on ODA loans during the meeting.
Moreover, the development of the IFPB guidelines on ODA loans aims to establish a comprehensive framework to steer the Bangsamoro governmentโs future projects involving ODA loans. It is also intended to lay the groundwork for its prospective projects that may necessitate ODA loans. Further, the guidelines is catalyzed by the crucial need to provide a policy reference that will guide the development of the Bangsamoro International Development Assistance Handbook.
Also present were other national government officials, including DOF Undersecretary Bayani Agabin, DOF-OIC Undersecretary Dakila Elteen Napao, DBM Principal Economist Joselito Basilio, DOF OIC Assistant Secretary Jenaira Mae Jalasco, DFA Deputy Assistant Secretary Maria Cynthia Pelayo, OICS-DFA Director Ajeet Victor Panemanglor, and DTI Assistant Secretary Agaton Teodoro Uvero.
The officials from the Bangsamoro government, which include MTIT Minister Abuamri Taddik, MFBM Director Amirah Pendatun, MFBM BARMM Legal and Legislative Liaison Head Rasul Salik, BPDAโs Official Development Assistance Coordinating Division Chief Hasna Adam, BPDA’s Research and Development Division Chief Marifah Agar, key personnel from MFBM, and members of the IFPB Bangsamoro Government Secretariat were also in attendance during the meeting.
