DAVAO CITY โ The Bangsamoro Planning and Development Authority (BPDA), in partnership with the Food and Agriculture Organization of the United Nations (UNFAO), provided technical assistance to the concerned BARMM ministries, offices, agencies, and other stakeholders during the 3-day workshop on the formulation of the BARMM Halal Development Plan 2023-2028 on May 30 until June 1, 2023.
The BARMM Halal Development Plan 2023-2028 is a blueprint for developing a competitive Halal industry in the region that aims to produce market-compliant Halal products and services for local and global markets.
Said plan will also be aligned with the overarching goals of the 2nd Bangsamoro Development Plan (BDP) 2023-2028 and the Bangsamoro Autonomy Act No. 13, or the Implementing Rules and Regulations (IRR) on Halal development. It shall also link in harmonizing the Halal industry among the member countries of the Brunei Indonesia Malaysia Philippines East ASEAN Growth Area (BIMP-EAGA).
In his message, BPDA Director General Engr. Mohajirin T. Ali said that in the 2nd BDP, there is a prominent emphasis on the development of halal-compliant enterprises and industries that possess the capacity to cater to wider markets. This strategic focus highlights the critical importance of harnessing the immense potential of the halal sector.
โWe must strive to establish a robust framework that goes beyond the mere development of the halal food industry, encompassing the entire halal ecosystem. This entails addressing critical aspects such as production, promotion, trade regulation, certification, research and development, and more,โ he stressed.
DG Ali also underscored that it is imperative that the Bangsamoro government should formulate a โHalal Industry Development Planโ that will guide its concerted efforts and facilitate the implementation of policies and programs dedicated to fostering Halal development in the region.
โThe formulation of this plan holds tremendous potential to bolster the region’s comparative and competitive advantages, harnessing our rich local resources while also tapping into external markets,โ he added.
Meanwhile, DG Ali and Director Melanie Indar had a meeting with UNFAO Mindanao Sub-Office Head Dante Eleuterio and United Nations Industrial Development Organization (UNIDO) Country Representative Teddy G. Monroy. Said two international development partners agreed to further strengthen their collaboration in the BARMM.
Monroy emphasized that โUNIDO can help advance sustainable socioeconomic development in the region by promoting investments in key industries and value chains, supported by sustainable energy and sustainable water systems.โ
Among the activities conducted during the workshop were the review of the implementation of programs and projects in the BARMM, identification of development gaps and challenges, economic potentials, and opportunities relative to the development of Halal in the region using SWOT and PESTLE analysis or other planning tools, and the formulation of the planโs vision, goals, and objectives.
