COTABATO CITY — As the technical secretariat of the Bangsamoro Economic and Development Council, the Bangsamoro Planning and Development Authority (BPDA) is currently conducting today, April 21 a coaching session to assist the BARMM ministries, offices, and agencies (MOAs) on the alignment of their proposed plans, activities, projects, and services (PAPS) to the Enhanced 12 Point Priority Agenda of the BARMM.
This activity aims to inform and encourage the MOAs to carefully plan the prioritization of their PAPS proposal for 2023 and coach them in the process of completing the templates or forms.
Following the recently concluded coaching session conducted by the Ministry of Finance and Budget and Management (MFBM) with the technical assistance of the BPDA, Bangsamoro Director General Engr. Mohajirin T. Ali underscored that the linkage between development planning, programming, and budgeting shall be of highest priority in planning and budgeting activities.
โYou will be more enlightened on the importance of planning and budgeting linkage,โ he said.
Ali also emphasized that the MOAs will further identify their PAPS, and refine organizational outcomes, and performance indicators in todayโs coaching session.
โIt is very timely and relevant to all of us as we are to prepare our budgetary proposal for the next fiscal year,โ he added.
Furthermore, Melanie Indar, Director of Planning and Policies Bureau (PPB), discussed the importance of strengthening the link between planning, programming budgeting to ensure that programs/projects proposed in the FY 2023 budget will contribute to the realization of the enhanced 12-point priority agenda of the region.
โGiven the aforementioned prioritization criteria, the ministries, agencies, and offices are enjoined to be selective in their proposals and consider the approved priority agenda and BRRP responsive PAPS for 2023 and those relative to the efficient delivery of government services to the public,โ she stressed.
Indar also shared the process and timeline in the evaluation of PAPS, highlighting the responsiveness and implementation readiness as its main criteria.
Meanwhile, the 2022 General Appropriations Act of the Bangsamoro (GAAB), Food Security and Nutrition Roadmap, and Bangsamoro Development Investment Program (BDIP) 2022 are the relevant documents that can also be used as reference in the identification of PAPS. (BPDA-BARMM)
