COTABATO CITY โ The Bangsamoro government through the Bangsamoro Planning and Development Authority (BPDA) is set to launch the 2nd Bangsamoro Development Plan (BDP) 2023-2028 here Wednesday, April 12, 2023.
The 2nd BDP is a six-year roadmap that will sustain the gains and pursue the development thrust, priorities, and strategic directions of the Bangsamoro government towards the attainment of its overall goal of becoming an empowered, cohesive, and progressive Bangsamoro.
Further, the said plan is aligned with the Enhanced 12-Point Priority Agenda of the BARMM for 2023-2028, as well as consistent and supportive of the Mindanao development agenda, the 8-Point Socioeconomic Agenda of Marcos Administration, the Philippine Development Plan (PDP) 2023-2028, and the Sustainable Development Goals (SDGs).
The Bangsamoro Economic and Development Council (BEDC) through its five sectoral committees and special committees, commenced last January 2022 the conduct of a series of reviews and assessments of the BARMM 12-Point Priority Agenda and the 1st BDP 2020-2022. The result of the assessment and recommendations served as guideposts in the formulation of the 2nd BDP.
In anticipation of the conclusion of the 1st BDP 2020-2022, the BEDC officially kicked off the formulation of the 2nd BDP on May 18, 2022 through a whole-sector approach, which gave opportunity for the member ministries of the Development Administration Committee (DACom), Peace, Public Order, Safety and Security Committee (PPOSSCom), Economic Development Committee (EDCom), Social Development Committee (SDCom), and Infrastructure Development Committee (IDCom) to take part in the planโs formulation process.
A regionwide consultation with provincial, city, and municipal local government units (LGUs), Special Geographic Area (SGA), private sector, academe, and civil society organizations was also conducted to ensure an inclusive process in formulating the said plan.
The formulation and packaging of the 2nd BDP is in partnership with BARMMโs development partners, such as the Japan International Cooperation Agency (JICA), The Asia Foundation (TAF) through Forward Bangsamoro, European Union through the Support to Bangsamoro Transition (SUBATRA), United Nations Development Programme (UNDP), Food and Agriculture Organization of the United Nations (UNFAO), International Labour Organization (ILO), United Nations Childrenโs Fund (UNICEF), and International Organization for Migration (IOM).
Meanwhile, the said plan was adopted by the BEDC on December 23, 2022, during its third regular meeting. Subsequently, the Bangsamoro Transition Authority (BTA) Parliament approved the 2nd BDP during its first regular session on January 18, 2023.
