COTABATO CITY — The World Bank is preparing to confer technical assistance dubbed as โ€˜PlanSmart Ready-to-Rebuild (R2R) Programโ€™ to capacitate the Bangsamoro Government on preparedness, rehabilitation, and recovery in the occurrence of natural disasters and presence of climate risks in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

In an orientation on rehabilitation and recovery planning held Friday, Jan. 6, via physical and Zoom video teleconference, World Bankโ€™s BARMM Coordinator Norhana Kamid underscored that the R2R program was conceptualized following the disaster caused by Tropical Storm Paeng last October 28, 2022 which severely hit areas in the region.

โ€œR2R program provides the โ€˜howโ€™ โ€” how to prepare people, communities, and local governments to be more resilient and ready to respond and recover from disasters better and faster,โ€ she said.

The โ€˜Ready to Rebuild: Disaster Rehabilitation and Recovery Programโ€™ covers pre-disaster and post-disaster activities such as gathering baseline data, formulating a recovery plan, financing, facilitating emergency procurement and implementation, crafting a communications strategy, and developing Monitoring and Evaluation (M&E) mechanisms.

R2R is a joint program of the National Disaster Risk Reduction and Management Council (NDRRMC), Department of Science and Technology (DOST), Office of the Civil Defense (OCD), Department of the Interior and Local Government (DILG), and World Bank (WB).

During the orientation, the World Bank presented a series of video presentations in coordination with the Bangsamoro Planning and Development Authority (BPDA) and Ministry of the Interior and Local Government (MILG).

Gil Cambronero, Chief of Peace, Public Order, Safety and Security Division (PPOSSD) of the BPDA, extended his appreciation to the World Bank in facilitating the said orientation to share more acknowledge, skills, and abilities in crafting a recovery plan.

โ€œThis orientation would enable us to craft the recovery plan easily,โ€ Cambronero stressed.

Moreover, the R2R is also a capacity-building program designed for governors, mayors, municipal disaster risk reduction and management officers, planners, and budget officers to speed up their preparations and implementations of their respective recovery plans and programs. Also present were disaster risk management officers from the Ministries of Trade, Investments and Tourism (MTIT), Environment, Natural resources and Energy (MENRE), Agriculture, Fisheries and Agrarian Reform (MAFAR), Science and Technology (MOST), Health (MOH), Transportation and Communication (MOTC), Human Settlements and Development (MHSD), Social Services and Development (MSSD), Indigenous Peopleโ€™s Affairs (MIPA), Bangsamoro Information Office (BIO), BARMM READi, and OCD-BARMM.  (Mary Lovella Lao-Lastimosa, BPDA-BARMM)
