COTABATO CITY โ€” The Peace, Public Order, Safety, and Security Committee (PPOSSCom) held its fourth regular meeting of the year on November 22, 2024, at the BPDA Conference Hall 2, Bangsamoro Government Center, Cotabato City.

The meeting highlighted the committeeโ€™s adoption of a resolution endorsing the 2026 Annual Investment Program (AIP) of the PPOSS Sector to the Bangsamoro Economic and Development Council (BEDC). The AIP, a key component of the Bangsamoro Development Investment Program (BDIP) under the 2nd Bangsamoro Development Plan (BDP) 2023-2028, serves as a primary basis for preparing annual budget proposals and identifying major capital programs and projects for funding through regional and national governments, official development assistance, and other sources.

The 2026 AIP of the PPOSS Sector outlines both continuing priorities and additional investment targets for 2026. It includes initiatives from the Ministry of Public Order and Safety (MPOS), Ministry of the Interior and Local Government (MILG), Ministry of Indigenous Peopleโ€™s Affairs (MIPA), Bangsamoro Human Rights Commission (BHRC), Bangsamoro Women Commission (BWC), Bangsamoro Youth Commission (BYC), and the Police Regional Office โ€” Bangsamoro Autonomous Region (PRO-BAR).

Gil M. Cambronero, Head Secretariat of the Joint Peace and Security Committee of the Moro Islamic Liberation Front (JPSC-MILF), together with his counterpart Carl Jerrick Sol of JPSC-GPH, presented the structure of the JPSC, and the core functions and milestones achieved by the Joint Peace and Security Team (JPST). These milestones include conducting the 45-day Basic Military Training and 35-day Joint Peacekeeping Training, coordinating with the Coordinating Committee on the Cessation of Hostilities (CCCH) and Ad Hoc Joint Action Group (AHJOC), tracking and documenting of private armies and other armed groups, and reducing and controlling weapons and materials.

As first responders, JPST conducted Humanitarian and Disaster Response (HDAR) operations during disasters, stakeholders and community engagements, troop inspections and education, regular community foot and mobile patrolling, camp defense drills, backyard gardening and tree planting activities, and convoy and security assistance to personalities involve in the peace process.

JPST also supported the decommissioning process by transporting 26,132 MILF combatants and 4,625 weapons. It provided security at the Secured Arms and Stored Area (SASA) in Camp Abubakar, Barira, Maguindanao del Norte, and at the Assembly and Processing Area (APA) in Simuay, Sultan Kudarat, Maguindanao del Norte. JPSC has established twenty-four (24) JPST Stations, with 20 stations located in mainland Mindanao and two stations in Basilan. In addition, it approved the establishment of additional nine (9) JPST Stations, pending final approval by the Peace Implementing Panel.

Meanwhile, a representative from MPOS presented updates on the safety and security conditions in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) from January 2023 to the present, based on data from the Conflict Data Management System. The data were sourced from the Early Warning and Early Response (EWER) Network, community monitors, partners, and publicly available information.
