COTABATO CITY โ€“ On August 7-8, 2024, the Bangsamoro Planning and Development Authority (BPDA), in collaboration with the National Economic and Development Authority (NEDA) Regional Office XII, successfully spearheaded a two-day workshop for the Bangsamoro ministries, offices, and agencies (BMOAs) under the sectoral committees of the Bangsamoro Economic and Development Council (BEDC). The workshop aimed to orient participants on the process of preparation and updating of the FY 2026 Annual Investment Program (AIP).

The FY 2026 AIP is an annual slice of the Bangsamoro Development and Investment Program (BDIP), outlining the indicative expenditure requirements of the regionโ€™s programs, projects, and activities (PPAs) to be integrated into the annual budget. It will serve as the primary basis for the preparation of the FY 2026 budget proposals and identification of high-impact/capital projects for national government and Official Development Assistance (ODA) funding support.

The purpose of preparing and updating the FY 2026 AIP is to strengthen both horizontal and vertical linkages in planning, programming, and budgeting. This effort aims to improve resource mobilization towards priority areas and contribute to achieving the goals and targets set in the 2nd Bangsamoro Development Plan (BDP) 2023.

In her remarks, Planning and Policies Bureau (PPB) Director Melanie M. Indar underscored the AIP serves as the foundation for the region’s strategic planning, ensuring that investments are well-aligned with our medium and long-term goals and objectives. She further said that the preparation and updating of the 2026 AIP provide opportunity to assess priority projects and initiatives for FY 2026 designed to boost regional growth and development.

โ€œOur workshop today will help us prioritize projects that will have the most significant impact on our community, fostering sustainable economic growth, improving public services, and enhancing the overall quality of life for the Bangsamoro. By meticulously planning our investment program, we can ensure that every peso is spent wisely, addressing the most pressing needs and opportunities within our region,โ€ she emphasized.

โ€œThrough this (workshop) collaborative effort, we can strengthen our institutional capacities, enhance our planning and budgeting processes, and ultimately achieve better development outcomes for BARMM,โ€ Dir. Indar added.

Sandra J. Alido, Chief Economic Development Specialist and Medina G. Herezo, Senior Economic Development Specialist, both from the Project Development, Investment Programming and Budget Division (PDIPBD) of NEDA XII, served as resource persons during the workshop. Alido discussed the planning cycle, including linkages of planning, investment programming, and budgeting process; regional budget consultation and review process; role of the Regional Development Council (RDC) and its secretariat; and the Project Evaluation and Development (PED) Proposal Guide. Herezo discussed the Regional Development Investment Program/AIP (RDP/AIP) and the role of RDC, its sectoral committees, and its secretariat in investment programming.

The sectoral committees, including the Development Administration Committee (DACom), Economic Development Committee (EDCom), Infrastructure Development Committee (IDCom), Social Development Committee (SDCom), and the Peace, Public Order, Safety and Security Committee (PPOSSCom) reviewed and updated their 2026 AIP. They identified priority PPAs that will guide the preparation of the FY 2026 budget proposals of BMOAs for regional, national, and Official Development Assistance (ODA) funding support.

The workshop outputs were presented by each sectoral committee, featuring their updated AIP for 2026.

As the technical secretariat of the BEDC, the BPDA facilitated the preparation and updating of the 2026 AIP and other related activities led by the council, with active participation of the BMOAs under the DACom, EDCom, IDCom, SDCom, and PPOSSCom.
