COTABATO CITY โ The Bangsamoro Planning and Development Authority (BPDA), in partnership with the Support to Bangsamoro Transition (SUBATRA) and Nations Office for Project Services (UNOPS), conducted a three-day orientation on โPublic-Private Partnership (PPP) Concepts and Frameworkโ from July 31 to August 2, 2024, to strengthen the capacity of the BPDA technical staff, particularly the members and secretariat of the PPP-Technical Working Group (PPP-TWG).
The orientation aimed to equip participants with fundamental knowledge and operational concepts of PPP; familiarize them with the various roles that the public and private sectors can play in PPPs; and demonstrate how PPPs can be used as viable tools for government infrastructure initiatives. Also, this activity sought to provide insights into how the private sector view potential PPP projects; develop the necessary skills and institutional competencies needed for better PPP implementation; and identify which Bangsamoro High Impact Projects (BHIP) could be viable as PPPs.
As the Bangsamoro government is taking steps towards establishing the BARMM PPP Center, the BPDA created the PPP-TWG through Office Order No. 115 series 2023 to institutionalize the PPP framework in BARMM. The BARMM PPP Center will facilitate the development, appraisal, processing, monitoring, and evaluation of PPP projects in the region.
Marifah M. Agar, Planning Officer V, discussed the history of the BARMM and Republic Act No. 11054, or the Bangsamoro Organic Law. Meanwhile, Rohanisah N. Rashid, Chief Economic Development Specialist, presented the salient points of the 2nd Bangsamoro Development Plan (BDP) 2023-2028.
Juan Paulo M. Fajardo, a PPP Specialist who served as a resource person, introduced the fundamentals of PPP, provided examples of PPP projects, both solicited and unsolicited projects, and conducted a workshop enabling participants to identify PPP projects based on the list of BPDA High Impact Projects.
Moreover, participants gained a comprehensive understanding of the fundamentals, operational concepts, and framework of PPP through lectures, learning materials, Q&A sessions, and tool development sessions facilitated by Fajardo.
