COTABATO CITY โ โMSU-Maguindanao stands ready to support the 2nd BDP in its implementation,โ said Dr. Arceli B. Naraga, Vice Chancellor for Planning and Development, during the 3rd league of the regionwide โ2nd Bangsamoro Development Plan (BDP) 2023-2028 Campus Tourโ spearheaded by the Bangsamoro Planning and Development Authority (BPDA) on Friday, June 21 at the Mindanao State University-Maguindanao in Brgy. Dalican, Datu Odin Sinsuat, Maguindanao del Norte on Friday, June 21.
By affixing their signatures to the commitment wall, students, faculty, and officials from MSU-Maguindanao pledged their support for the implementation of the 2nd BDP and advancing the socioeconomic development efforts of the Bangsamoro government.
โโฆwe are committed to working alongside you, leveraging our academic and research capabilities to contribute meaningfully to the socioeconomic advancement of the region,โ Dr. Naraga stressed, highlighting the universityโs commitment to being a center of knowledge and innovation, offering valuable insights and solutions to the challenges confronting BARMM.
She further underscored that the 2nd BDP 2023-2028 served as a basis in crafting the universityโs Five-Year Development Plan (FYDP), focusing on enhancing quality education, modernizing university initiatives, and upgrading infrastructure.
Launched in April 2023, the 2nd BDP 2023-2028 is a comprehensive development blueprint guiding the Bangsamoro government towards achieving its overall goal of becoming an empowered, cohesive, and progressive region in the country. This plan builds on the achievements of the 1st BDP 2020-2022 and sets forth the development thrusts, priorities, and strategic directions of the Bangsamoro government.
Meanwhile, the Campus Tour is a strategic initiative of the Bangsamoro government through BPDA aimed at promoting awareness of the 2nd BDP 2023-2028 within the academe sector. It informs stakeholders about development initiatives for BARMM, including specific programs and projects dedicated to state universities and colleges in the region.
In his message, BPDA Director General Engr. Mohajirin T. Ali, MNSA, emphasized the academe sectorโs vital role as a partner in promoting the 2nd BDP 2023-2028 among stakeholders through a series of regional campus tours. He stated, โThrough this platform, we aim to provide clear and comprehensive answers to your queries regarding the plan and the implementation of programs and projects for the academic sector. We also welcome your comments and feedback, which we will incorporate into our reports and ensure they are addressed by the relevant ministries and offices.โ
โAs you watch and learn, we hope that each one of you will become more informed about how BARMM was established, the challenges faced during the transition phase, and be enlightened about the development efforts we lead to bring forth socioeconomic progress in the region,โ the director general said, urging the participants to take an active role in disseminating truthful and reliable information to fellow Bangsamoro, informing them that there is a working BARMM government leading the regionโs development, guided by the 2nd BDP 2023-2028.
Meanwhile, Director General Ali reiterated the Bangsamoro Governmentโs commitment to supporting the regionโs state universities, colleges, and other educational institutions in the BARMM, as stated in the 2nd BDP 2023-2028.

This program will truly be beneficial to all of us here in MSU-Maguindanao and in the BARMM,โ said Angelita T. Datucan, Vice Chancellor for Administration and Finance of MSU-Maguindanao.
Participants engaged in an online pretest and posttest to assess their knowledge of the 2nd BDP 2023-2028. An audio-visual presentation was presented which provided basic information about the plan, highlighting the development initiatives for BARMM, including priority programs and projects under the Ministry of Basic, Higher and Technical Education (MBHTE).
Furthermore, the campus tour provided a platform to assess the universityโs needs and highlight its pivotal role in advancing regional development. During an open forum, among the queries of the participants addressed by a panel from BPDA are matters concerning infrastructure development, scholarship grants, and resource and manpower needs of MSU-Maguindanao.
The BPDA is set to conduct similar campus tours at state universities, colleges, and other academic institutions in the region, including the Special Geographic Area (SGA), Lanao del Sur, Sulu, Basilan, and Tawi-Tawi.
