COTABATO CITY — Gearing towards crafting the three-year strategic plan, the Bangsamoro Planning and Development Authority (BPDA) continued the second part of the “Strategic Planning Workshop” for its key personnel and staff held on February 9-11, 2021 at Precious Cabana Ynna Resort, Datu Odin Sinsuat, Maguindanao.
The three-day workshop aims to come up with a draft BPDA strategic plan and division work plan and prepare an outline for the BPDA manual of operations.
Bangsamoro Director General Engr. Mohajirin T. Ali said that all BPDA personnel should familiarize the Bangsamoro Organic Law (BOL) and must always be reminded of the BARMM’s distinct form of government.
“Our mindset when it comes to BARMM should always be like this. Our case is very unique, in a sense na hindi lahat ng gagawin nito pareho ng national government ngunit hindi pwede na iyong gagawin natin ay lalayo masyado sa national government. Doon tayo sa kung saan ka makakapag-balanse na ang bottom line ay ma-serve iyong needs ni BARMM. Iyon ang key element. Doon tayo sa kung saan ma-serve yung needs natin and at the same time, hindi tayo nag-violate ng any national laws for the national government kaya nga hybrid iyong sa atin,” Ali explained during his message.
As the head technical secretariat of the Bangsamoro Economic and Development Council (BEDC), Ali also discussed the importance of holding an executive committee (ExeCom) meeting of the Council to fast-track deliberations during its regular meetings.
“Based on our practice last year, initially, napapag-usapan na kung anong dapat pag-usapan sa BEDC at may mga agreement na within the executive level bago isalang. Kapag ganoon, mabilis iyong deliberation sa BEDC,” Ali said.
Meanwhile, Melanie Indar, resource person, discussed the basic concepts on strategic planning, strengths, weaknesses, opportunities, and threats (SWOT) analysis, technical inputs on the preparation of BPDA action/work plan that includes the identification of activities, performance indicators, and targets, and the strategic plan outline.
“The BPDA is the nerve center, think tank of the BARMM. This strategic planning shall determine where BPDA is going over the next several years, how it’s going to get there, and how it’ll know if it got there or not,” she said.
Furthermore, Indar facilitated the workshop on the formulation of goals, objectives, and strategies (GOS), action or work planning, plenary presentation and critiquing of workshop outputs, presentation of the proposed 3-year BPDA strategic plan outline, preparation of the proposed outline of the BPDA manual of operations (MOP).
The formulation of strategies was guided by the use of strengths to make use of the available opportunities, address or eliminate weaknesses by making use of the available opportunities, using strengths to mitigate or address threats, and addressing weaknesses and threats.
The workshop resulted in a draft BPDA’s vision, mission, goals, objectives, and strategic plans based on the four perspectives of the balanced scorecards – people, resources, clients, and internal process. The aforementioned are subject for review and approval of Engr. Mohajirin T. Ali.
