COTABATO CITY โ€” As a special committee under the Bangsamoro Economic and Development Council (BEDC), the Regional Land Use Committee (RLUCom), through a resolution, endorsed the โ€˜Bangsamoro Spatial Development Framework 2024-2050โ€™ to the council for adoption during its 2nd regular meeting on Friday, May 17, 2024.

The meeting was presided over by Atty. Janice-zah M. Macapantar, acting director for TRS and ELUUDD chief of the Ministry of Human Settlements and Development (MHSD), the co-chairperson of the committee.

The BSDF 2024-2050, a 26-year physical plan, aims to serve as a strategic compass guiding the region towards a future characterized by resilience, inclusivity, and sustainability. It intends to influence the formulation and updating of the Provincial Development and Physical Framework Plans (PDPFPs) and Comprehensive Land Use Plans (CLUPs), among other development and sectoral plans, to ensure complementation in attaining the collective aspirations of the Bangsamoro people.

Shariffa Ainie M. Abatayo, the chief of the Local Planning and Coordinating Division (LPCD) of the Bangsamoro Planning and Development Authority (BPDA), presented the salient features of the plan to the committee.

Moreover, the formulation of BSDF 2024-2050 is a collaborative effort between the Bangsamoro government through the BPDA and a partner consortium of the SHIELD Programme, particularly the UNDP and UN Habitat.

Other items on the meeting agenda included the proposed membership of TASBIKKA Inc. to the committee, proposals for capacity building development support for the RLUCom and its Technical Working Group (TWG), and amendments to RLUCom Resolution No. 01 s. 2020 (RLUCom House Rules). Meanwhile, the committee approved amendments to Rule 1, Section 1 and 3 of this resolution.

Committee members present during the meeting were the Office of the Senior Minister (OSM), Ministry of Trade, Investments, and Tourism (MTIT), Ministry of the Interior and Local Government (MILG), Ministry of Science and Technology (MOST), Ministry of Indigenous Peoplesโ€™ Affairs (MIPA), Ministry of Public Works (MPW), Ministry of Environment, Natural Resources, and Energy (MENRE), and Ministry of Transportation and Communications (MOTC). As the technical support provider in the formulation of the BSDF 2024-2050, the UN Habitat also joined the meeting via Zoom video teleconference during the committeeโ€™s deliberation of the plan.
