Updating of the Result Matrices (RM) and Bangsamoro Development Investment Program (BDIP) of the 1st Bangsamoro Development Plan (BDP) 2020-2022 with MENRE and MOTC

COTABATO CITY — Aimed at updating the result matrices (RM) and Bangsamoro Development Investment Program (BDIP) of the 1st Bangsamoro Development Plan (BDP) 2020-2022 in preparation to the forthcoming budget call for fiscal year 2022, the Bangsamoro Planning and Development Authority (BPDA) together with the planning and budget officers of the BARMM’s Ministries of Environment, Natural Resources and Energy (MENRE) and Transportation and Communication (MOTC) convened on Tuesday to Wednesday, April 13-14 at BPDA Conference Hall, Bangsamoro Government Center, this city.

BPDA Director General Engr. Mohajirin T. Ali underscored the updating of the RM and BDIP, in which the BPDA shall consolidate all the pertinent data as well as the proposals of said ministries.

“Every year, we want to enhance the process.  We will update kasi galing din naman sa inyo ito.  Wala pong galing sa amin, galing po sa inyo. We will be looking at the performance of every agency based on the result matrix na meron tayo at galing din sa inyong lahat ‘yan.  We will consolidate everything that would be proposed by your respective agency.   At the end of the day, it’s your program, it’s your project that need to be implemented annually,” Ali emphasized in his message.

He also reminded the planning officers to closely work with the finance and technical staff of their offices in implementing the programs and projects.

“Very clear ang explanation ng Department of Budget and Management or DBM on how we should do when we adopt the cash base system of budgeting.  Kailangan within a year, all the programs and projects must be implemented,” Ali reiterated the DBM’s explanation during the recent seminar held in General Santos City.

Furthermore, the convening of the MENRE and MOTC’s planning and budget officers also aims to ensure linkage between planning and budgeting in BARMM thru the alignment of the budget proposals to the identified priority programs and projects in the 1st Bangsamoro Development Plan (BDP) 2020-2022 and to reconcile the BDIP 2021-2022 and General Appropriations Act of the Bangsamoro (GAAB) for fiscal year 2021 as well as the proposed programs and projects for fiscal year 2022.

Rohanisah N. Rashid, Chief of BPDA’s Economic Planning Division (EPD) presented the planning-programming-budgeting linkage, overall framework of the 1st BDP and BRRP for COVID 19 Pandemic, and the workshop mechanics.

Camelia de Vera-Dacanay, Chief of BPDA’s Macro-economic Planning Division (MEPD) encouraged the planning officers to include the programs and projects that their ministries want to enroll to the BDIP or BDP especially those considered as part of the Bangsamoro Response and Recovery Plan (BRRP) for COVID-19 Pandemic 2020-2022.

During the workshop, MENRE and MOTC’s planning and budget officers prepared their respective annual investment program for fiscal year 2022 based on the BDIP 2020-2022, assessed the RM and readjusted some of the targets for 2022.  The workshop outputs of said ministries were critiqued by the panel of reactors from the BPDA. 

Meanwhile, this activity with MENRE and MOTC commenced the updating of the RM and BDIP, to be followed by other BARMM ministries, offices and agencies to be conducted on their respective schedules. (BPDA-BARMM)
