The RPDO-BARMM, in partnership with the United Nations Population Fund (UNFPA) and the Mindanao Organization for Social and Economic Progress (MOSEP), Inc., the Economic Development Planning Committee held a follow-through writeshop for the finalization of the 1st BDP 2020-2022, specifically for Chapters 7, 8, and 12, at EM Manor Convention Center, Cotabato City on November 15, 2019.
Present during the meeting were the Ministry of Trade, Industry and Tourism (MTIT-BARMM) with representatives from the Trade and Industry, Board of Investments, Economic Zone Authority, Tourism; and Cooperative; Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR-BARMM); Ministry of Environment, Natural Resources and Energy; and Ministry of Science and Technology (MOST-BARMM).
On behalf of the Economic Development Planning Committee Chair, the meeting was presided by Engr. Abdulgani L. Manalocon, Economic Development Planning Division Chief of RPDO-BARMM. The objective of the meeting was to further enhance the narratives of the said Chapters assigned to the Committee, including the Results Matrices (RMs) and the Bangsamoro Investment Development Program (BIDP) of the three (3) Chapters of the Plan.
In his opening message, Engr. Manalocon discussed the status of the said Chapters assigned to the Planning Committee (PC) and reminded the PC members about their agreed commitments during the recent 1st BDP 2020-2022 Finalization Workshop on November 7-8, 2019 at Apo View Hotel, Davao City.
After the writeshop, the following were agreed by the PC members, to wit:1. Insert โImmediate Outcome 3.2.6 mineral and energy resources in BARMM identifiedโ as additional outcome for the Development Goal Framework of Chapter 7. It was agreed that MENRE-BARMM will do the write-ups of the additional immediate outcome;
2. Prepare an Economic Cluster Framework for the Economic Sector Chapters to be presented in infographics or animated presentation. Said framework will be included in the presentation of the draft 1st BDP 2020-2022 for the BARMM Cabinet Meeting on November 25, 2019;
3. Convene a meeting with the Ministers and Heads of the PC members on November 21, 2019 (tentative date) for final comments on the draft Chapters of the PC;
4. MTIT-BARMM (Ecozone, Tourism, Trade and Industry, Cooperative) will submit their inputs on the RM, BDIP and remaining narratives assigned to them for Chapter 7 by the end of the day; and
5. MOST-BARMM will submit their inputs on the BDIP of Chapter 7 on November 18, 2019 (Monday).The Economic Development Planning Committee was created through BARMM Memorandum Order No. 449 to facilitate the quality, participative, and immediate formulation of the 1st BDP 2020-2022 with the following composition: MAFAR-BARMM as Committee Chair; MTIT-BARMM, MOLE-BARMM, MOST-BARMM, MENRE-BARMM, and Darul Ifta of the Bangsamoro (DIB-BARMM) as members; and RPDO-BARMM as Technical Secretariat
