LIBUNGAN, North Cotabato — Following the recently concluded assessment workshop of the 1st Bangsamoro Development Plan (BDP) 2020-2022, selected employees of the Bangsamoro Planning and Development Authority (BPDA) successfully consolidated and reviewed here on Thursday until Friday, February 17-18, the workshop outputs of the Bangsamoro Economic and Development Councilโ€™s (BEDC) sectoral committees that will serve as inputs in the formulation of a medium term development plan, the 2nd BDP 2023-2028.

The two-day in-house assessment workshop aims to consolidate and review the workshop outputs based on the sectoral committeesโ€™ assessment of the 1st BDP and come up with the draft development framework and priority agenda of the BARMM as inputs to the 2nd BDP 2023-2028.

Underwent an assessment were outputs provided by the BEDCโ€™s five (5) sectoral committees which include the Development Administration Committee (DACom), Economic Development Committee (EDCom), Social Development Committee (SDCom), Infrastructure Development Committee (IDCom), and Peace, Public Order, Safety and Security Committee (PPOSSCom).

In her message, Melanie Indar, Director I of BPDAโ€™s Planning and Policy Bureau, underscored the importance of this activity, considering its output that would serve as basis in the formulation of the budget priorities framework of the Ministry of Finance and Budget and Management (MFBM).

โ€œThis will be the basis of the identification of the programs and projects of the ministries, line agencies, when they prepare their budget proposal for 2023.  So, we expect that the outputs of the assessment workshop conducted in Davao will be further refined today until tomorrow,โ€ she stressed.

Indar also emphasized that it is better to do the refinement in a plenary, saying โ€œBetter kasi na lahat magtitingin dun sa output ng sectors so that everybody can also provide inputs to further refine it.โ€

During plenary session, Indar facilitated the review and consolidation of the PESTLE analysis crafted by said sectoral committees.   This output has been refined and classified, whether as part of the regional, sectoral, political, economical, social, technological, legal, and environmental trends, as well as operations.

Meanwhile, the participants, who are members of different sectoral committeesโ€™ technical secretariat, presented the major accomplishments, development challenges and gaps, sectoral framework, and strategic priorities of the respective committees, followed by an assessment in a plenary session.

The 12 Point Priority Agenda of Chief Minister Ahod B. Ebrahim was also assessed.  As a result of discussion, one (1) agenda item was proposed to be added, considering the importance of addressing the existing and emerging challenges brought by the corona virus disease, climate change, and disaster risks.

In line with the series of workshops, Engr. Amil J. Abubakar, Deputy Director General of the BPDA, reminded his fellow employees to stay in focus and commit to work on the formulation of the 2nd BDP. 

โ€œMore works are coming ahead of us, especially that we are about to start the formulation of the 2nd BDP.  At the end of the day, we all know that we are doing these things for the well-being of the Bangsamoro people and for the betterment of our beloved BARMM,โ€ he said. 

Moreover, BPDA, the executive arm and technical secretariat of the BEDC, is the agency leading in the assessment of the 1st BDP, who shall also spearhead the formulation of the 2nd BDP 2023-2028 that will officially start on the end of the 1st quarter of 2022.  (BPDA-BARMM)
