DAVAO CITY — As the executive arm and technical secretariat of the Bangsamoro Government, the Bangsamoro Planning and Development Authority (BPDA) facilitated the assessment of the 1st Bangsamoro Development Plan (BDP) 2020-2022, participated by the (5) sectoral committees of the Bangsamoro Economic and Development Council (BEDC), during the assessment workshop held on January 25-27, 2022 at Dusit Thani Residence Davao, this city.

The three-day assessment workshop aimed to assess the three-year development performance of the BARMM viz-a-viz the 1st BDP 2020-2022, specifically to identify gaps, issues, opportunities, and strategic recommendations that shall be pursued by the Bangsamoro Government for the period 2023-2028, and to identify the priority strategies and policies as inputs in the formulation of the 2nd BDP. 

Engr. Mohajirin T. Ali, BPDA Director General and BEDC Vice Chairperson and head of the technical secretariat, underscored that the purpose of convening the sectoral committees together with the BPDA in said workshop, is to assess the Bangsamoro Governmentโ€™s performance in serving the needs of the Bangsamoro people.  He also emphasized their role on planning and assessment as one of the key factors in carrying out the Bangsamoro Governmentโ€™s plan for the BARMM.

โ€œI know that this is tough and very challenging work for everyone but I want you to know that being part of this is meant for a bigger purpose, for we are taking the lead in preparing to carry out our larger plans for the Bangsamoro.  In this new and challenging milestone, the Bangsamoro government places its full trust and confidence in all of us,โ€ Ali stressed.

On taking this role in fostering a meaningful co-creation process, Ali also encouraged the participants to sustain the instilled values of moral governance, teamwork, and optimism while working on the assessment of the 1st BDP, stressing that the success of this endeavor will be heavily dependent on cooperation and collaboration of the sectoral committees.

Furthermore, BEDCโ€™s sectoral committees include Development Administration Committee (DACom), Economic Development Committee (EDCom), Social Development Committee (SDCom), Infrastructure Development Committee (IDCom), and Peace, Public Order, Safety and Security Committee (PPOSSCom).

In his message, Ahod B. Ebrahim, BARMM Chief Minister and BEDC Chairperson, looked back at one of the first milestones of the Bangsamoro Government, the launching of the 1st BDP last November 4, 2020, wherein, the plan serves as the regionโ€™s development roadmap, outlining the overall development thrusts and direction of the Bangsamoro Government for a three-year period and beyond.

โ€œThis 2022, the 1st BDP is set to reach its final term.  Hence, the Bangsamoro Planning and Development Authority is here to spearhead this assessment workshop to assess the 1st BDP and how it might have affected the lives of our people and how we govern,โ€ said Ebrahim.

In line with the formulation of the 2nd BDP, Ebrahim urged the ministries, offices and agencies to collaborate actively with the BPDA on the series of planning activities, saying โ€œThe dream towards a better Bangsamoro is at reach and with the BDP, it gets much closer.โ€

Mohโ€™d Asnin K. Pendatun, BARMM Cabinet Secretary, said that in the past three years, BARMM is heading into the right direction despite the pandemic and transition period.  He further stressed that BARMM posted the highest deduction on poverty rate.

โ€œBARMM logged the highest significant changes and improvement in terms of poverty incidence among families from the first semester of 2018 to the first semester of 2021,โ€ he said.

As the plan coverage of the 1st BDP ends in 2022, a successor plan is being proposed to be formulated by the Bangsamoro Government to sustain the gains and pursue the development direction, priorities and strategies outlined in the 1st BDP. The proposed successor plan shall be known as the 2nd Bangsamoro Development Plan covering the period 2023-2028.  The 2nd BDP is a medium-term plan that will outline the development priorities of the Bangsamoro Government for the three-year extension period and beyond. 

Meanwhile, the proposed 2nd BDP 2023-2028 of the BARMM will also serve as basis in the programming and utilization of the Special Development Fund (SDF) as provided for under Article XIV, Section 2 of Republic Act. No. 11054.  (BPDA-BARMM)
