BPDA Director General Engr. Mohajirin T. Ali leads the ongoing refinement of the โ€˜Bangsamoro Development Frameworkโ€™ with the pool of writers for the 2nd Bangsamoro Development Plan 2023-2028.

COTABATO CITY — In line with the formulation of the 2nd Bangsamoro Development Plan (BDP) 2023-2028, a pool of writers from the Bangsamoro Planning and Development Authority (BPDA), the technical secretariat of the Bangsamoro Economic and Development Councilโ€™s (BEDC) sectoral committees, consolidated the refined sectoral outputs and started writing the fourteen (14) chapters of the said plan during a 5-day in-house write shop on July 25-29, 2022 held at The Pinnacle Hotel & Suites in Davao City. 

This activity is in partnership with Japan International Cooperation Agency (JICA).  JICA has been supporting the 2nd BDP series of planning activities since plan formulation process commenced in May 2022 along with The Asia Foundation (TAF).

Said write shop followed the recently conducted workshops of all sectoral committees aimed at refining its sectoral outputs that will serve as inputs for the ongoing formulation of the 2nd BDP.  These committees are the Development Administration Committee (DACom), Social Development Committee (SDCom), Economic Development Committee (EDCom), Infrastructure Development Committee (IDCom), and Peace, Public Order, Safety and Security Committee (PPOSSCom).

Melanie M. Indar, Director for Planning and Policies Bureau of the BPDA, said that this activity is not a typical workshop and brainstorming on what would be the contents of the 2nd BDP, saying, โ€œThis time, this is more of writing the narrative of the 2nd BDP.  Itโ€™s actually a very challenging one because nakasalalay sa atin ang content ng 2nd BDP in close coordination with the sectoral committees.โ€

Dir. Indar also eyed to have the consolidated draft 2nd BDP and come up with its overall framework by the end of the 5-day workshop, stating that the schedule for conducting provincial consultations is fast approaching.

โ€œWe are hoping that we will be able to also come up with our sectoral presentation of the 2nd BDP for the provincial consultation workshops tentatively scheduled on the third week of August this year,โ€ she added. 

Meanwhile, with the guidance of Ever J. Abasolo, resource person and consultant for the 2nd BDP formulation, the pool of writers began writing the contents of the planโ€™s 14 chapters including the sectoral assessment which deliberates the state of each sector and its key underlying causes and factors; sectoral opportunities; priority challenges for 2023-2028; strategic framework along with its development goal, objectives, and targets; priority strategies, programs, projects, and activities; and priority policies and legislative agenda.

The 2nd BDP is a medium-term plan of the Bangsamoro government for the next six (6) years to sustain the gains and pursue the development thrust, direction, priorities, and strategies outlined in the 1st BDP 2020-2022.  (BPDA-BARMM)
