COTABATO CITY — The provincial planning teams from the five provinces and special geographic area (SGA) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) are undergoing a five-day workshop on Oct. 24-28 to formulate the โ€˜Climate Disaster Risk Assessment – Enhanced Provincial Development and Physical Framework Plan (CDRA-Enhanced PDPFP)โ€™ at Em Manor Hotel in Cotabato City.

This activity will aid the provinces of Maguindanao, Lanao del Sur, Basilan, Sulu, Tawi-Tawi, and Special Geographic Area (SGA) in formulating their CDRA-Enhanced PDPFP that will also serve as their foundation for annual investment programming and budgeting.

Said provincial plan is vital to facilitate the growth and development of each province by means of identifying its physical resources, development constraints and opportunities, long-term vision, strategies, corresponding policies, and program recommendations.

The National Economic and Development Authority (NEDA) Region XII, the technical secretariat of the Regional Land Use Committee (RLUC) XII led by Assistant Regional Director Carmel P. Matabang, together with EnP Romel Patrick E. Tanghal, EnP Gwyneth Grace B. Collado and Engr. Ricardo L. Lamorena, III, facilitated the said activity by providing technical assistance to BARMMโ€™s five provinces and SGA in formulating the CDRA-Enhanced PDPFP.

In her message, Melanie M. Indar, Director for Planning and Policies Bureau of the Bangsamoro Planning and Development (BPDA), emphasized the importance of capacitating the provincial planning teams composed of the Provincial Planning and Development Councils (PPDCs), mappers, and pool of writers for the said plan. 

โ€œWe do hope also that this activity will be the start of our strengthened coordination and collaboration for the development of the BARMM,โ€ she said. 

Indar also expressed her gratitude to the Ministry of Interior and Local Government (MILG) for supporting the said workshop.

As a gesture of commitment and support, NEDA XII Assistant Regional Director Carmel P. Matabang vowed to continue providing technical assistance to capacitate the provincial planning teams in fulfilling their duties and functions which are contributory for the regionโ€™s development.

โ€œThis week-long activity which we conceptualized and crafted together with you will use to supplement the knowledge and skills of the members of RLUC-BARMM in efficiently reviewing the CDRA-Enhanced PDPFP of the provinces using the PLPEM guidelinesโ€ she explained.

Moreover, Provincial/Local Planning and Expenditure Management (PLPEM) guidelines was formulated by NEDA which comprises the integrated framework, PDPFP, investment programming and revenue generation, tools and techniques on budgeting and expenditure management, and project evaluation and development.  (Mary Lovella Lao-Lastimosa with reports from Hannan Ibrahim, BPDA-BARMM)
